Board reviews turbine proposal

Calumet County Board members reconvened Wednesday morning, Jan. 16 to continue discussions regarding ordinances as they relate to Chapter 79 and wind turbines in Calumet County.
The meeting was attended by several people although not as large a crowd as on Tuesday when the discussions began. Some people chose to wear stickers which claimed their support of the ad hoc wind turbine committee’s recommendations.
Ordinance 2007-14, otherwise known as the setback distance ordinance, was referred to the county’s Planning and Zoning Committee for further review after a vote was taken. Twelve board members voted to send this ordinance back to Planning and Zoning and five opposed the motion. Four supervisors were absent from the vote, including supervisors Bill Scholz and Jerry Criter.
Additional issues were discussed and county planner Julie Heuvelmann was on hand to speak about the current setback rules of 1,000 feet from personal property lines. The proposed 1,800 foot setback was recommended by the Ad Hoc Committee last month.
Discussion on Ordinance 2007-15, shadow flicker, was skipped. Ordinance 2007-16 was adopted, with this ordinance relating to protection of the groundwater and surface areas.
As for Ordinance 2007-17 regarding neighborhood review, Supervisor Bill Barribeau asked for the ordinance to be moved back to Planning and Zoning. The board appeared split on whether or not this was a zoning issue. Pamela Captain, legal counsel for the county, explained this ordinance as stated is an informal part of the process. A formal meeting would be with the Planning and Zoning Committee after the informal neighborhood review meeting.
Supervisor Kate Ballering wanted clarification on the zoning issue. Barribeau, who acted as chairperson in place of Merlin Gentz who had stepped down from the chair to get involved in the discussion, explained it was a zoning issue. Steve Phipps said the board has the right to override the decision of the chair. The issue was referred back to the Planning and Zoning Committee.
