North Kingstown revokes turbine building permit — again

NORTH KINGSTOWN, R.I. – For a second time, the town has revoked the building permit for a wind turbine proposed at the North Kingstown Green housing development off Ten Rod Road.
It’s one of two controversial turbines proposed for North Kingstown by Wind Energy Development LLC. The other is at Stamp Farm, off Route 2. The North Kingstown Green turbine had already been approved by the town.
In April, the town notified developer Mark DePasquale that the building permit was revoked because the necessary land transfers had not been completed. David Darlington, a spokesman for DePasquale, said the necessary paperwork had been filed and he had been told by town officials that the building permit would be reinstated.
On Tuesday, North Kingstown sent DePasquale a letter revoking the permit once more, this time requiring that Wind Energy Development provide the town with the make and model of the turbine, a revised site plan, and information regarding anticipated decibel levels. Darlington said Wind Energy Development plans to use 389-foot turbines made by Chinese manufacturer Goldwind at both sites, instead of 427-foot turbines from Danish company Vestas.
Darlington said Tuesday that DePasquale had only just received the town’s letter, and would have his attorneys look at it before deciding what to do next. Darlington said the town’s action was “an unveiled attempt” to appease citizens groups opposed to the turbines.
