Jericho Rise Wind Farm developers planning second possible development in Chateaugay

CHATEAUGAY – The company that revived the Jericho Rise wind farm project in the towns of Chateaugay and Bellmont has proposed another wind project in the same area.

EDP Renewables has proposed construction of a 200-megawatt wind farm that would be located in Franklin and Clinton counties, according to the New York Independent System Operators Interconnection Queue – a list of all proposed energy projects in the state that would require connection to the power grid. The new wind farm –– titled North Slope Wind –– would be adjacent to EDP’s Marble River Wind Farm, an existing 70-turbine wind farm that straddles the Ellenburg/Clinton town line near Churubusco, according to documents filed with the New York City Department of Citywide Administrative Services.

According to those documents, North Slope Wind would be built as part of a partnership with three other energy developers –– Brookfield Renewable Energy Group, Iberdrola Renewables and Boralex-Gaz Métro – and Transmission Developers Inc., which would handle the transmission aspects of the four companies’ energy generation projects. EDP’s contribution also calls for the construction of wind farms in Genesee, Madison and Delaware counties.

The partnership, called the Clean Energy Consortium, was created in response to a Request for Information from New York City in 2015 for plans to help the city meet its renewable energy goals. The RFI was submitted in response to Mayor Bill de Blasio’s stated intention of identifying possible new renewable energy sources capable of powering 100 percent of city government operations and reducing the city’s greenhouse gas emissions by 80 percent by 2050.

In the Clean Energy Consortium proposal, construction on North Slope Wind was planned for 2018, with the project ready to begin providing power late that year. However, in the most recent NYISO documents, the project is scheduled to come online in October of 2021.

EDP representatives did not return several telephone calls seeking comment.

Chateaugay Supervisor Don Bilow said Friday he had not been informed of any planned wind development in his town.

Gov. Andrew M. Cuomo announced Monday that the state had received 200 proposals for large-scale renewable power developments in response to two requests for possible projects that would help the state achieve a goal of meeting 50 percent of its power needs from renewable sources by 2030. However, Cuomo’s announcement did not detail which developers submitted proposals or where the projects might be located, and his office did not respond to several telephone calls seeking comment.
