Daily misery as turbines are delivered

A busy Edenfield road is to be closed for up to 30 minutes a day, six days a week as windfarm parts are delivered.
Deliveries of components destined for Scout Moor are to be delivered under police escort Monday to Saturday between 10am and 2pm.
The six-month programme – which should see one three-lorry convoy arrive each day – is to start in the week commencing 19 November.
It will mean no-waiting restrictions on Market Street’s eastern side during the four-hour window, while the road itself will be closed by police for 20-30 minutes as each load is delivered.
The announcement has angered ward councillors, who have been campaigning for details of arrangements to be released for several months.
Councillors Darryl Smith and Anne Cheetham have been lobbying Lancashire County Council (LCC), the police, and the company behind the windfarm, Peel Wind Power Ltd, to give residents notice of how the deliveries will affect them.
Councillor Smith said: ‘I am absolutely staggered that it has taken this long for LCC, Peel and the police to wake up to what is happening and the impact it is going to have in Edenfield.
‘Councillor Cheetham and I have been asking for information on the wind turbine movements for months and months and have been requesting that residents are notified of the situation giving as much notice as possible but all to no avail.’
Councillor Smith said that he had originally been told that no escort had been planned and that the delivery was straightforward.
He added: ‘Both Councillor Cheetham and I are extremely angry at the lack of planning and advanced notification to ourselves and residents – we only hope that the turbines are delivered quickly and efficiently within the new guidelines limiting the impact to the village.
‘We can assure residents we will be monitoring the situation very closely and will be asking some searching questions if this isn’t the case.’
The 26 turbines will be shipped from German manufacturer Nordex to Hull before being taken along the M62, M60 and M66. Lorries will take the A56 northbound, before heading up Blackburn Road and through Edenfield.
A statement from Peel said that the route had been considered during a public inquiry and had been given the nod by the planning inspector and the government. It added that the 10am-2pm delivery window had been agreed with the relevant authorities to avoid the ‘school run’ and to minimise disruption to the public.
No deliveries would take place outside of the window – any lorries missing it would have to wait at a service station until the following day – and there would be no deliveries from 21 December to 3 January, the statement added.
