Mass demonstration against Scout Moor expansion at historic monument

Around 150 protesters gathered at a historic hill monument to demonstrate against an expansion of Scout Moor Windfarm.

Groups of walkers, hill runners, horse riders and mountain bikers, massed at Waugh’s Well on the side of the hills above Edenfield on Sunday, May 29 to protest against proposals to erect nine new wind turbines within half a mile of the historic site.

Developers Peel Energy have applied to further expand the Scout Moor Windfarm with 16 new turbines from 26 to a total of 42. The plans were approved by Rossendale council’s development control committee in September 2015 but were called in by the Secretary of State for an inquiry scheduled for this October.

Organiser and hill runner Graham Wright said the ‘Enough is Enough’ protest was a huge success.

He said: “I was pleased with the number that came. The weather was perfect, sat up at Waugh’s Well it was just idyllic and helped people to realise even more just what an important spot it is and how important is it to save it from that kind of a huge development.

“The nearest turbine would have drowned out most people’s speech it’s so nearby.

“People go to Waugh’s Well because it is a place of quiet contemplation. All that is basically going to be destroyed because of the proximity of the turbines.

“Hopefully it just gets the message across to lots more local people that there is a chance that the plans can be turned down.”

The well is dedicated to the Victorian poet Edwin Waugh, who was famous locally for his Lancashire dialect songs.

Graham added that groups are discussing their plan of attack for the inquiry.

He said: “There have been various community groups that have come together to hopefully thwart the plans.

“Rather than involve groups putting the objections forward themselves we’ve pooled our resources to find the best way forward for the inquiry.”

Edenfield Village Residents’ Association and the Holcombe Society are actively campaigning against the plans.

Peel Energy said that the matter will now be considered at the Call-in Inquiry.

Jonathan England, development director for Peel, said: “This matter was fully considered in the planning application for the scheme and by the Local Authorities expert advisors in coming to the conclusion that the scheme was acceptable. ”
