Clayton hires Buffalo attorney for advice on wind regulations

CLAYTON – The Town Council decided Wednesday to hire Buffalo attorney Daniel A. Spitzer to provide consultation for the development of wind regulations.
Mr. Spitzer, a lawyer for Hodgson Russ LLP, Buffalo, has experience with issues involving environmental law, renewable energy, municipal law and other areas, according to the firm’s website. The move comes as Iberdrola Renewables is planning its Horse Creek wind project, which would be mainly in Clayton and expected to incorporate the towns of Orleans, Lyme and Brownville.
Mr. Spitzer helped the town of Malone craft its wind law approved in 2006. That law, which bans industrial turbines and wind measurement towers, is available at wdt.me/Malone-law.
Clayton’s board recently held a public hearing on a proposal for a similar law that would repeal the town’s current wind laws and ban industrial turbines and test towers.
Mr. Spitzer’s work, according to the website, “includes some of the largest wind farms in the eastern United States.”
It also states he’s provided “counsel to developers or municipalities on more than 1,000 megawatts of installed turbines.”
