Inspector throws out appeal on turbine plans

A planning inspector has dismissed an appeal against a Ceredigion council decision to refuse a wind turbine near Aberaeron.

An application for the single turbine up to 79m high on land at Bargoed Farm, Llwyncelyn, was refused by council planners in October 2013 over concerns about noise and the visual impact of the development.

Those concerns were upheld by inspector Hywel Wyn Jones, who ruled in December that the turbine was correctly refused.

The proposal, which did not stipulate the type of turbine to be erected, sought permission for an operation-al period of 25 years from a turbine situated on a “prominent hillock” on the site.

“The historic landscape is evaluated as outstanding and the cultural landscape as high,” Mr Wyn Jones found.“These higher values means that these aspects are particularly sensitive to wind farm development.

“However, as the effect of a single wind turbine would be very localised the effect on the character of the landscape would not be significantly harmful.”
