Wind turbine plan set to be rejected 

Plans to erect wind turbines in the Chorley countryside look set to get blown away.

The proposal for three 79 metre high wind turbines at Cliffs Farm, Wood Lane, Mawdesley, sparked a wave of protest.

Chorley Council received a total of 148 objections to the plans lodged by applicant Damien Culshaw. The council’s development control committee, which meets on Tuesday, September 11, has been recommended to reject the plans.

Mr Culshaw wanted to site the turbines in the Mawdesley Moss area between Mawdesley and Croston in what is green belt land. He said the main reason for the application was to generate renewable, carbon-free electricity.

The committee will be told in a report that there is pressure to increase the number of renewable energy developments of which a larg proportion is expected to come from wind energy.

But in addition to individual complaints, objections also came from the Campaign for the Protection of Rural England, which raised issues, including the impact on the green belt and an “inadequate” environmental report from the applicant.

In recommending refusal, Jane Meek, the council’s director of development and regeneration said Mr Culshaw “has failed to demonstrate the very special circumstances required to overcome the presumption against inappropriate development in the green belt”.

She said the siting, height and scale of the turbines would harm the open character of the area, and also that Mr Culshaw failed to submit adequate information to allow the council to assess the potential impact of noise from the turbines.
