Sparsholt Parish Council has said it objects to the proposed 74m wind turbine at Sparsholt College.
In a letter to villagers the council said it is unhappy with the plans due to an alleged lack of consultation, the visual impact, threat to wildlife and aviation, and noise.
It also raises concerns about encouraging the building of more turbines in the area.
Winchester City Council has set a target decision date of October 13.
