Go-ahead for turbine plan

A controversial wind turbine has been granted conditional planning permission for 25 years.

The proposed single turbine measuring 67m to blade tip and 40m to hub height at Upper Farm, Dolau, Llandrindod Wells, was granted permission by the Powys County Council’s planning committee on officer’s recommendation.

The plans for the turbine, erection of an on-site substation and creation of access track were objected to by Llanbister Community Council, Llangunllo Community Council and New Radnor Community Council.

Some of the concerns raised by the councils included no detailed travel plan through extremely small and winding roads, detrimental effect to landscape, noise created, proximity to dwellings, wildlife affected significantly and wider effect to the wider rural economy and to tourism.

Llangunllo county councillor Hywel Lewis raised concerns over the traffic plan for the proposed turbines.

He said: “There will be large lorries carrying the turbines which will have to negotiate narrow and twisty roads which is my main concern.

“However, after going backwards and forwards lots of times the Highways Agency thinks it seems possible so it is up to them to come up with a plan to make it work. There is lots of local support and many against wind turbines as it is an emotive subject.”

Powys County Council planning officer Holly-ann Hobbs recommended plans for approval as the proposal was in accordance with the relevant planning policies.

The planning committee voted to grant the proposals conditional consent which stated that no development within the application site shall commence until a construction traffic management plan has been submitted to and approved in writing by the planning authority.

At the end of the 25 year period the turbine has to be decommissioned and all related above ground structures will be removed from the site.
