Wind firm files plan 

A Chicago wind developer has filed an application to build wind turbines on the Moresville Range in northeastern Delaware County.

Invenergy and Moresville Energy filed the application with the Roxbury Town Planning Board on Friday, Chairman Joseph Farleigh said. The project would be a 99-megawatt capacity. According to a news release from Invenergy, that is the equivalent of providing power to 43,000 homes.

“The planning board will look at it,” Farleigh said Sunday. “We’ll go through the process as is delineated in local code.”

The proposal calls for 33 turbines: 14 in the town of Roxbury and 10 in the town of Stamford; the other nine will be shared between the two.

Moresville Energy, an affiliate of Invenergy, is working on an application for the project for the town of Stamford. The Stamford Town Council passed a wind ordinance in May.

“We know this is the first step in a long, detailed process and we look forward to working with local officials, residents and other interested parties to publicly evaluate the proposed project,” Dave Groberg, director of development for Invenergy, said in a prepared statement.

“In the end, we are confident that both towns will agree this project achieves an effective balance among the state of New York’s competing needs for zero-emission sources of electricity, economic development, conservation and preservation,” he added.

Farleigh said this is the first application the town has received for a wind project. The first step will be to discuss and find an environmental firm to take the town through the State Environmental Quality Review Act process. Farleigh said that will be discussed at the Planning Board’s next meeting July 18.

“We’ve never done this before,” he said. “We’re novices at (the process).”

Farleigh said he guessed the decision-making process would take about a year. He added the board will be working with environmental firms and Delaware County planners.

Farleigh wouldn’t say what the board would likely decide on the project.

“We’re trying to be very open-minded and follow the information as it comes to us,” Farleigh said.

Claudio Gatti, who is involved with the Roxbury Association for Environmental Presentation, was not available for comment Sunday. Gatti previously said the association was not going to fight wind plans in Roxbury.

Information was not available as to how much it would cost to build the turbines.

The facility’s annual payroll will be more than $200,000, the Invenergy release said.

Copies of the application are available at the Moresville Energy office on Main Street in Stamford. The office is open from 9 a.m. to 1 p.m., Tuesday, Wednesday and Thursday, and on the second Saturday of the month.
