Rhondda Cynon Taf Council planning officers say the Pennant Walters wind farm application should be refused because the siting of the turbines would have an overly dominant, unsympathetic and unacceptable detrimental effect on:
The setting and special qualities of the Brecon Beacons National Park.
The use and enjoyment of the Dare Valley Country Park.
The use and enjoyment of public rights of way that cross through and are in close proximity to the application site.
The standards of amenity occupiers of property in proximity to the turbines can reasonably expect to enjoy.
The perception of this strategic gateway location to the county borough by users of the A465.
Officers also say the proposed development is out of accord with a variety of planning policies.
In addition, the applicant has not provided sufficient appropriate information to demonstrate that the proposed development will not have an unacceptable effect on the local water environment and the habitat that is reliant upon it.
