Buchanan approves wind energy ordinance

BUCHANAN – Developer interest spurred town supervisors Wednesday to unanimously pass an ordinance to regulate construction and operation of wind energy facilities.
The board after brief discussion passed an 18-page ordinance, which created an application process, set noise limits and established minimum setbacks among the provisions wind energy developers would need to meet to operate.
Chairman Mark McAndrews said the town has taken calls from a developer that’s been looking for sites in the area. The town can’t stop wind energy development, but it can regulate it, he said.
Buchanan’s ordinance would prohibit large wind turbines at less than 1,000 feet of an occupied structure. Large systems would only be allowed in portions of the town zoned for agricultural use.
The ordinance would require developers to minimize any radio, telephone or television interference and take reasonable steps to prevent the flicker effect of shadows from the turbines on residences within a half-mile.
Wind energy has been a source of ongoing controversy in the Fox Valley. Developers have been negotiating the location of two large wind farms in Calumet County, composed of 400-foot turbines.
Buchanan Supv. Tom Walsh Wednesday credited the town’s plan commission for crafting a comprehensive ordinance that addresses many of the issues that been sources of debate in other Wisconsin communities.
