The Logan Township supervisors should deny Gamesa’s request to expand the township’s industrial wind plant zone to north of Route 36, upslope from Avalon Road and along Skyline Drive.
The Logan Township Planning Commission studied the industrial wind plant issue for most of 2006 before submitting its recommendations for wind plant zoning to supervisors.
The recommendation to confine the industrial wind plant zone to the region south of Route 36 was based on the fact that this area is fragmented forest with many roads, reclaimed strip mines and no nearby public recreation lands or residential areas.
North of Route 36 is unfragmented forest adjacent to public recreation lands.
Township supervisors designated an industrial wind plant zone south of Route 36 in the fall of 2006.
In May 2007, Gamesa requested the supervisors enlarge the industrial wind plant zone to include the area north of Route 36. The board denied this request.
Now Gamesa has sent the Altoona City Authority to request that the township’s industrial wind plant zone be extended north of Route 36. Gamesa claims that the region south of Route 36 may be inadequate to sustain an industrial wind plant despite the fact that similar areas have wind plants with 25 to 40 turbines and areas with less powerful winds support wind plants with as few as a dozen turbines.
Because the residential areas near Avalon Road are downwind and down slope from the proposed wind plant, they will be particularly susceptible to the pronounced noise effects of industrial wind plants.
The request to extend the township’s industrial wind plant zone north to beyond Route 36 should be denied.
