Planners have recommended a proposed wind farm in South Gloucestershire be granted planning permission.
The Stoneyard Lane scheme would be built off Hill Lane, about 2.5km (1.5 miles) from Oldbury power station.
But the application has prompted a string of complaints with one resident describing it as “grossly out of proportion” with the surroundings.
A final decision will be made at a council development control committee meeting on Thursday, 17 March.
Wind Prospect Developments said the 10 megawatt development would generate enough electricity to power more than 5,500 homes every year.
South Gloucestershire planners came to the conclusion that the environmental benefits of building the turbines “outweighed” the impact from “noise, flicker and visual intrusion”.
Sophie Nioche, development manager at Wind Prospect, said if the development is approved work would take six to nine months to complete.
“Having balanced all the issues and taken into account all comments that have been made on the application, the council has decided that this is a suitable location for wind turbines.”
