Wind turbine moratorium extended

Village board trustees unanimously approved extending a six-month moratorium on the construction, installation and operation of wind turbines at Tuesday’s board meeting.

“The attached ordinance renews and reauthorizes a moratorium on building permits and zoning certificates of compliance for the construction and operation of wind turbines,” Mayor Terry Weppler said during the meeting. “The proposed ordinance would not restrict the use of wind turbines which were lawfully installed prior to the effective date of the ordinance.”

Village board members agreed to extend the moratorium while Lake County Board considers a model wind energy ordinance developed by the Wind Energy Task Force of Lake County and the Lake County Regional Plan Commission. Back in September board members approved the original moratorium, which was set to expire March 14.

At a recent Plan Commission meeting, residents told village staff that they wanted a stricter wind turbine ordinance that would address issues such as low-frequency noise and shadow flicker.

Village staffs are currently preparing a road map to address residents’ concerns and will present it at the March 28 meeting.
