Wind ordinance, comprehensive plan on Rumford agenda

RUMFORD – Selectmen on Thursday will decide their next step on the development of a wind power ordinance, and establish a Comprehensive Plan Committee to review the town’s outdated document.

The meeting begins at 7 p.m. in the Rumford Falls Auditorium.

Town Manager Carlo Puiia said the current wind turbine development moratorium expires at the end of May. Residents defeated a proposed wind ordinance in November that some believe was so restrictive that no development could take place. The board must decide whether to set a special meeting to formalize some form of ordinance that would be presented to voters during the June 14 annual town meeting.

Massachusetts developer First Wind LLC has proposed construction of up to 12 turbines on Black Mountain and adjacent North and South Twin mountains.

Puiia said the board is expected to set up a Comprehensive Plan Committee of seven or more residents to review the 13-year-old document, meet with the Planning Board and make recommendations for changes. He said a representative from the Androscoggin Valley Council of Governments has reviewed the existing plan and has determined that it needs updating.

Tentative plans call for submitting an updated version to voters in either June or November 2012.

Other agenda items include:

* Acceptance of the resignation of firefighter Mark Tripp and appointment of a replacement.

* Action on acceptance of a military surplus Humvee for use by the Rumford Police Department. Puiia said Chief Stacy Carter applied for the vehicle that could be used for such things as drug eradication, the Drug Abuse Resistance Education program, and for roadblocks.

A closed session is scheduled at the end of the meeting to discuss a potential economic development project.
