A petition against the building of three wind turbines on the Honda site in Swindon has been handed to the borough council.
The document, with more than 1,500 signatures, was presented to the authority by members of the campaign group Ill Wind.
Concerns have been expressed about the visual impact of the 120m (394ft) high structures and noise.
The council’s planning committee is due to make a decision on Tuesday.
Honda is working on the project with green energy company Ecotricity, which says the turbines will produce enough electricity to power 5,300 homes a year.
Council officers are recommending the application be passed, with conditions.
The original plans were for four turbines.
