Newton attorney named new DEP commissioner

The current general counsel for the Executive Office of Energy and Environmental Affairs will take over as the commissioner of the Department of Environmental Protection in January.
Kenneth L. Kimmell, of Newton, will replace Laurie Burt, who will step down after more than three years as commissioner.
Energy and Environment secretary-designate Richard Sullivan described Kimmell as the “legal lead” on all aspects of state energy and environmental policy during a period when several significant laws were adopted. Kimmell has been credited with overseeing the state permitting of Cape Wind, leading environmental permitting changes and drafting land-based wind energy siting reform legislation.
The Wesleyan University and UCLA School of Law graduate also worked on the legislation that reshaped the secretariat. The administration credited Burt’s work on the Regional Greenhouse Gas Initiative, developing a regional low carbon fuel standard and reduced energy use in wastewater and drinking water treatment processes.
