Falmouth asks county to regulate turbines

FALMOUTH – The Barnstable County Commission has received an official request from the Falmouth Planning Board to designate the Upper Cape as a so-called district of critical planning concern for wind turbines.
The designation would give the Cape Cod Commission a measure of authority over land-based turbines on the Upper Cape, said Mary “Pat” Flynn, who is both a Barnstable County commissioner and a Falmouth selectmen. The Cape Cod Commission is the county’s land use and planning agency.
Flynn said the Barnstable County Commission took no action on the Falmouth board’s letter but will likely seek input from boards of selectmen in Falmouth, Sandwich, Bourne and Mashpee, and perhaps other Cape towns, before voting on the issue.
While some officials at a Cape Cod Selectmen & Councilors Association breakfast Friday openly mocked residents who say the Falmouth wastewater facility wind turbine is causing health problems – Brewster Selectman Edward Lewis called the complaints “hogwash” – the Falmouth Planning Board has voted to ask town meeting to set a one-year moratorium on wind turbine projects while the town investigates the concerns.
Flynn said she expects county commissioners to put the proposed district of critical planning concern for wind turbines on agency’s agenda in January, after hearing back from selectmen.
