Falmouth seeks county restrictions on turbines

FALMOUTH – The planning board is recommending a moratorium on the siting of wind turbines in town, as well as increased scrutiny at the county level.
On Tuesday, the board voted unanimously to submit an article for April’s town meeting asking voters to approve a one-year moratorium on the siting of wind turbines. The board will also send a letter to the Barnstable County Commission requesting additional oversight from the Cape Cod Commission before turbines are built in town, according to Town Planner Brian Currie.
The letter will ask county commissioners to support making the Upper Cape a so-called District of Critical Planning Concern, which would give county officials jurisdiction over Upper Cape wind power projects.
Currie said the planning board’s vote was prompted by negative reports from several residents who live near two town-owned, 1.65-megawatt turbines at the town’s wastewater treatment facility.
“There seems to be no clear consensus, and when there’s no clear consensus we take a timeout to study what’s going on,” he said.
If the planning board’s warrant article is approved in April, the moratorium and DCPC also would have to be approved by the county commissioners, Cape Cod Commission and Barnstable County Assembly of Delegates, Currie said.
