Five new wind leases filed for Hammond

HAMMOND – Five new Hammond wind leases were filed with the St. Lawrence County Clerk’s office on July 29, 2010, bringing the total number of agreements in the town to 14, according to a deputy county clerk.

While the five new wind options were filed as agreements rather than leases by Atlantic Wind LLC (c/o Iberdrola Renewables, Inc.), Deputy Clerk II Cathy L. Streeter says the end result is the same.

“Depending on the affidavits filed, in our system they can be called wind option leases or wind energy agreements,” Mrs. Streeter said.

“They are exactly the same thing.”

Land signed over to Iberdrola and reported to the county clerk’s office on July 29, according to Mrs. Streeter, include parcels owned by the following:

* Steven G. and Karol A. Carr, of 262 Main St., Carthage, Ill and 70 River Road, Hammond – Executed their lease on Dec. 22, 2009, to include, “All those certain tracts of land situated in the Town of Hammond, St. Lawrence County, State of New York designated on the Town of Hammond Tax Map Section No.111.003 as Parcel Nos. 6-15 and 6-2.11.”

* Eric A. and Deborah Weber, of Fort Montgomery, N.Y. and 1001 state Highway 37, Hammond – Executed their lease on Oct. 29, 2009, to include, “All those certain tracts of land situated in the Town of Hammond, St. Lawrence County, State of New York designated on the Town of Hammond Tax Map Section No.141.002 as Parcel Nos. 1-6.”

* Susan Dunham, of 495 county Route 6, Hammond – Executed her lease on Dec. 18, 2008, to include, “That portion of all those certain tracts of land situate in the Town of Hammond, St. Lawrence County, New York, which portion of said premises constituting the ‘Leased Premises’ included in the above-referred to lease is more fully described as follows: Parcel no. 1-19, Parcel no. 1-24, and Parcel nos. 1-2, 1-6.1, 1-10 and 1-13.1″ (on the Town of Hammond Tax Map Section no(s). 140.004, 141.001 and 141.003, respectively).”

* David J. and Sheila A. Beamish of 760 county Route 6, Hammond – Executed their lease on March 23, 2009, to include, “That portion of all those certain tracts of land situate in the Town of Hammond, St. Lawrence County, New York, which portion of said premises constituting the ‘Leased Premises’ included in the above-referred to lease is more fully described as follows: Parcel no. 1-8.12, Parcel nos. 2-3, 2-7 and 2-8.2, and Parcel nos. 1-9, 1-12.21, 1-14.122 and 2-10.2″ (on the Town of Hammond Tax Map Section no(s). 141.004, 141.001 and 141.002, respectively).”

* Martin Bros. Farm LLC, 54 Oak Point Road, Hammond and signed by brothers, Dennis P., Donald R., J. Michael, and Bernard A. Martin – Executed their lease on Aug. 13, 2009, to include, “All those certain tracts of land situated in the Town of Hammond, St. Lawrence County, State of New York designated on the Town of Hammond Tax Map Section… No. 111.001 as Parcel Nos. 7-1.11 and 7-3.1; No. 111.002 as Parcel Nos. 1-12.1, 1-13, and 1-17; No. 111.004 as Parcel Nos. 1-3.1, 1-3.21, 1-3.22, and 1-3.3; and No. 112.001 as Parcel No. 1-3.1.”

Each lease is for 10 years, with options for additional years if wind turbines are actually erected on the site. The lease agreements are between the property owners and the wind company, providing the wind company with permission to use the property for the erection of wind energy systems and granting access to the property to construct related facilities – like roads, utilities, and other necessary services.

The wind company would be required to obtain permits from the building code officer, planning board and town board – before construction could begin.

As previously reported in The Journal and Advance News, the newly filed lease agreements join nine others, all received by the county clerk’s office on Jan. 9, 2009.

Included in the previous group of leases were those signed by Town Councilor James C. Pitcher (Pitcher Farms); William F. and Donna F. Hadlock; Steven S. Demick; Margaret Stewart; Brent A. Bass; David W. Toland; Daniel I. and Michele W. McQueer; former Town Councilor Russell Stewart and Susan Stewart; and the Mitchell Farms Partnership.

Iberdrola Renewables Communications Manager Paul N. Copleman did not return phone calls and e-mails made by The Journal this past week.
