McCrory signs five bills, including wind energy permitting measure

Raleigh, N.C. – Gov. Pat McCrory cleared his desk Friday, signing five bills lawmakers had sent him earlier this month. The measures included:

Senate Bill 91, Prohibit Expunction Inquiry: The law prohibits employers or educational institutions from requesting that an applicant provide information regarding charges or convictions that have been expunged.

House Bill 149, Caylee’s Law: Named in honor of Florida toddler Caylee Anthony, the new law makes it a crime not to report a missing child in a timely manner.

House Bill 706, Preserve Landfill Space: The new law says that on-site demolition debris from the decommissioning of a manufacturing building, including electricity generating stations, is exempt from the landfill permitting requirements.

House Bill 484, Permitting of Wind Energy Facilities: Those setting up large windmills for energy will have to get permits and alert neighbors, local governments and nearby military installations. “The law establishes fees to site or expand a wind energy facility and gives (the state Department of Environment and Natural Resources) the authority to impose civil penalties if a facility is constructed without a permit or in violation of the permit,” according to the governor’s office.

House Bill 119, Natural Gas/Rate Adjustment Mechanism: The Utilities Commission is authorized to adopt, implement, modify or eliminate a rate adjustment mechanism for natural gas local distribution company rates.
