Go-ahead for turbine

A Government planning inspector has granted permission for a wind turbine with an overall height of 66.7 metres at Horse Wold Farm, Middleton-on-the Wolds.
Planning permission had been refused by the East Riding of Yorkshire Council, sparking an appeal by the Horse Wold farm Partnership.
Inspector Philip Major said the main issue in the appeal was the effect of the proposed development on the character and appearance of the surrounding rural area.
He said in a report: “The wind turbine would be highly visible in the immediate environment and would be an uncharacteristic feature. From areas such as the Middleton on the wolds to Goodmanham Road or the Warter road from Middleton on the wolds it would be seen in the whole sweep of the extensive wolds landscape. It would be a small part of the view and of limited impact. On the other hand, there is strong national support for renewable energy schemes. The National Planning Policy Framework makes it clear local planning authorities should adopt pro-active strategies to mitigate and adapt to climate change and to approve proposals if their impacts are acceptable.”
Horse Wold Farm partnership also made a separate application for a full award of costs against ERYC but this was refused. Mr Major said: “Irrespective of the outcome of the appeal, costs may only be awarded against a party who has behaved unreasonably.”
