Supervisors Agree on Windmill Ordinance

Preston Township supervisors started the new year off with a Windmill Ordinance (Ordinance # 2007-01). The ordinance makes an understanding that: “No wind Turbine Generators shall be constructed, operated or maintained within Preston Township without a permit for the sameÅ .A separate application shall be filed for each structureÅ .In addition, Permitee shall be subject to the Subdivision and Land Development Ordinance of the Township of Preston and shall file the appropriate application in connection with that Ordinance as well.”
The ordinance is six pages long. The Development Agreement & Permit consists of 10 pages. Both are available for review at the township building.
Chairwoman Beverly Watson shared that a wind turbine representative contacted her via telephone and stated he felt his company should have been contacted for input regarding the ordinance and would the supervisors hold off on passing the ordinance until he was able to speak on the matter and offer his suggestions. Chairwoman Watson responded his company had plenty of time to review and respond to the ordinance just like the public.
According to Secretary Mary Ann Llewellyn, the township had begun discussion about such an ordinance approximately five years ago. Supervisor Alan Jones stated constant topics brought to the township’s attention are junk and noise ordinances and zoning issues. Supervisors will also be researching the need for a Code Enforcement Officer which will be decided upon at a future meeting.
