Ambientalisti e agricoltori: ‘Stop ai pannelli e alle pale eoliche’

Stop immediato alle autorizzazioni a impianti fotovoltaici sui terreni agricoli e alle pale eoliche. E’ la richiesta avanzata al Consiglio Regionale delle Marche dalle associazioni ambientaliste sottoscriventi e dalla Coldiretti, dopo che il Ministro alle Politiche agricole, Mario Catania, ha espresso la volontà di sbarrare la strada degli incentivi ai pannelli fotovoltaici collocati nei campi al posto delle colture.

Un problema che nella nostra regione ha visto nel 2011 occupati ben 600 ettari di terreni, sottratti alla produzione alimentare con un vero e proprio scempio del paesaggio e lo sconvolgimento del mercato degli affitti. Le associazioni chiedono che, con la riduzione degli incentivi, si indirizzi la realizzazione del fotovoltaico esclusivamente alle aree industriali, sopra i tetti degli edifici recenti (non nei centri storici) e non su suolo agricolo o in zone di pregio bensì nelle aree degradate da recuperare. Si ribadisce altresì l’assoluta opportunità e legittimità di tagliare gli incentivi all’eolico dal momento che la ventosità in Italia si attesta in media sulle 1500 ore/anno, ben al di sotto delle 2000 ore/anno ritenute utili per una produzione competitiva. In Italia già nel 2007 era installato quasi il doppio della potenza elettrica massima richiesta nei momenti di picco (106 GW contro i 56,8 GW picco estate, fonte dati Terna 2007).

Senza dimenticare il degrado causato da questo tipo di impianti ai crinali appenninici, alle colline, ai luoghi isolati di grande valore naturalistico, dove transitano gli uccelli migratori e si riproducono le specie faunistiche ormai rarissime. Un problema che nelle Marche sta mettendo a rischio diverse zone, tra cui a Monte Mezzano nei pressi di Sassoferrato, a Cagli, Piobbico, Urbania, Sant’Angelo in Vado, Apecchio, Frontone e Pergola, sulle montagne più incontaminate dell’appennino pesarese. Da qui la richiesta delle Associazioni ai consiglieri regionali di porre un freno alla deregolamentazione degli impianti fino ad 1 Megawatt di potenza, sulla scorta di quanto previsto dal decreto legislativo n.28/11, che ha recepito la nuova direttiva Ue, rispettando i beni culturali ed ambientali della nostra regione, cioè “beni comuni” che il Piano Paesistico Ambientale Regionale ha inteso a suo tempo tutelare.

Not to mention the degradation caused by this type of facility to the Apennine ridges, to the hills, to the isolated places of great natural value, where migratory birds pass and breeding wildlife species are now rare. One problem in the Marches is threatening several areas, including Monte Mezzano near Sassoferrato, in Cagli, Piobbico, Urbania, and Sant’Angelo in Vado, Apecchio, Frontone, and Pergolao, the most pristine mountains of the Pesaro Apennines. …]
