Wind farm rules near completion

OREGON – Wind farms in Ogle County are on hold for 2 more months, thanks to a third extension of a moratorium that began in April 2010.

The County Board voted 18-5 Tuesday to continue the moratorium until Feb. 29 while new rules governing them are finalized.

Board member Bill Welty said the new text amendments to the zoning ordinances are being fine-tuned but will be ready to present to the board in January, with a vote expected in February.

“That’s the reason for extending the moratorium,” he said.

The action will not affect the Baileyville Wind Farm, however, because its special-use permit was granted in 2005, long before the moratorium began.

In May 2010, the board set up a subcommittee to study the impact of commercial wind energy conversion systems and determine whether the current zoning ordinances should be made more stringent. The amendments are the result of the subcommittee’s deliberations.

The moratorium was established that April, then extended to June 30, then to Dec. 31.
