Another setback for Buzzards Bay wind-farm proposal

BUZZARDS BAY – The Cape Cod Commission subcommittee reviewing the wind farm proposal of New Generation Wind north of the canal on Wednesday officially decided not to favorably recommend the plan to the full voting membership of the land-use planning agency.
Bourne Town Planner Coreen Moore said the decision was not a surprise; she said she had received a draft negative report from commission staff.
New Generation plans four turbines off Scenic Highway and Route 25, but the project proved instantly controversial and was opposed by subdivision residents near Nightingale Pond and the owners of Grazing Fields Farm among others.
Commission staffers decided the proposal involved more negative effects than positive attributes in the green-energy sphere. Sub-panel members decided the proposal did not conform with Bourne’s local comprehensive plan.
Moore said the proposal, if developers Tudor Ingersoll and Samuel Lorusso not withdraw it, would still go to the full commission for a final vote. She said Ingersoll and Lorusso would retain rights of appeal, even as their fallback plan for a subdivision with larger lots on their land near Bournedale Elementary School proceeds in review.
