The Milwaukee Board of Harbor Commissioners unanimously approved the contract with Kettle View Renewable Energy, LLC, based in Random Lake, Wis., to construct a wind turbine next to the city’s Port Administration Building at a special meeting Sept. 14. The board previously tabled the contract consideration over concerns that Kettle View, the lowest bidder, did not indicate it would employ enough minority contractors to satisfy the board.
However, in an Aug. 31 letter to Timothy Hoelter, president of the Board of Harbor Commissioners, Kettle View president Randall Faller wrote that “We have been able to increase our EBE percentage of site work to 18% using RL Davis Contracting Services for a greater percentage than originally presented.” EBE stands for Emerging Business Enterprise and essentially equates with women and minority-owned businesses.
