Neighbor easement letter

Under our Windpark Border Easement Agreement, Noble Environmental Power would pay you, or any future owner of your property, an annual easement fee. We would not place any facilities on your property under this agreement, nor would we need to enter your property for any reason. No turbine would be located on any adjacent properties any closer than 1000 feet from your residence.
Now why do you suppose the wind company feels compelled to pay off the neighbors? Such an agreement from another company (available here at National Wind Watch) shows that, although the companies claim that there would be no adverse impacts, it prevents the signer from ever complaining about them.
