    Fairfield Concerned Citizens Present the Results of the "Top Notch Wind Power Project" Landowner Survey to the Fairfield Town Board

    Little Falls, NY, April 13, 2007 – The Fairfield Concerned Citizens Inc., at the April 12th meeting of the Fairfield Town Board, presented Town Supervisor Frank Matthews and the Board with the results of a survey conducted by the group.

    The survey was sent to the landowners in the Town of Fairfield regarding the proposed “Top Notch Wind Power Project”. The basis for the survey was to ascertain whether the majority of landowners want to see Industrial Wind Turbines constructed in the Town of Fairfield. The group stated that “to our knowledge, no one has surveyed the landowners about the project”.

    The group feels that the survey should be used as a reference for the general consensus of the landowners in the town as the survey was conducted in a controlled and accurate manner.

    The survey was done as follows:

    1. A Property Tax landowner list was obtained from Herkimer County Information Services for the Town of Fairfield.
    2. The survey was mailed out December 11th, 2006 and ended on March 31st, 2007.
    3. A survey card was sent to each landowner asking:
      1. “Do you want an Industrial Wind Turbine Facility consisting of 49 or more 389′ tall structures (the height of a 40 story building) constructed in the Town of Fairfield?”
      2. The choices were YES, NO or UNDECIDED.
      3. They needed only to print their name, sign the card and date it.
      4. The postage paid card was self addressed and only had to be dropped in a mailbox for easy return to us.
    4. Each landowner was allowed “one” vote.
    5. Cards returned with no name were not counted.
    6. A total of 750 survey cards were sent.

    Survey Results:

    750 Cards Sent Out − 21 Undeliverable = 729 Sent

    1. 180 Cards Returned for a 24.69% Return
    2. 171 Cards counted (9 had No Name) = 23.46% Adjusted Return
    3. NO (Against) 119 − 1 (No Name) = 118 Total or 69%
    4. YES (In Favor) 51 − 8 (No Name) = 43 Total or 25.15%
    5. UNDECIDED 10 Total or 5.85%

    While the Town Board has stated from the beginning that they are acting in the best interest of the “majority” of the landowners, the Fairfield Concerned Citizens Inc. urge caution when deciding on the permitting process to allow Industrial Wind Turbines to be constructed in the Town of Fairfield.

    The Fairfield Concerned Citizens Inc. feels that the Board was never
    “completely” informed of the potential “negative effects” which the developer, Atlantic Wind refers to as “project effects” and that the SEQRA review process should be declared null and void as well as the Town of Fairfield Wind Energy Facilities Ordinance, which was passed in January of 2006. The process should than be started over, beginning with a complete survey of the landowners and residents for both their opinion and any Health concerns they may have.

    Fairfield Concerned Citizens Inc., a non-profit organization has been formed to bring public attention to the problems which can result if the proposed industrial wind turbine facility is built, and to bring legal proceedings if necessary. To that end, Fairfield Concerned Citizens Inc. has retained attorney Robert M. Cohen, of Ballston Lake, New York.

    Tax deductible donations are needed and can be sent to Fairfield Concerned Citizens Inc. at P.O. Box 1013, Little Falls, NY 13365.
